<h4>Training Mother and Child Healthcare Specialists in Mongolia</h4>

<p><b>The TDLC Teams up with Kitasato University to Launch New Blended Learning Program </b></p>

<p>The TDLC and Kitasato University have teamed up to launch an ambitious blended learning program to train mother and child health care specialists in Mongolia. Working with the Mongolian Nursing Association, local practitioners working at universities, hospitals and medical care centers will participate in lectures via GDLN videoconference, fieldwork, and create a new textbook based on course material to meet local needs. A Mongolian version of the mother and child handbooks that are popularly used in Japan will also be created for public use. </p>

<h4>TICAD IV Youth Dialogue</h4>

<p>On the eve of the Tokyo International Conference on African Development (TICAD IV), <br />
the TDLC, World Bank Tokyo Office and UNICEF will hold a TICAD IV Youth Dialogue via videoconference connecting youths in Africa and Asia. African youths, who are the leaders of the future, will make their voice heard on how they hope to achieve a vibrant Africa through experience sharing with Asian counterparts. The session will be webcast in real time on May 26th, 17:00 – 19:30 Tokyo time.</p>

<h4>Oil Price Volatility, Economic Impacts and Risk Management in Asia: Accepting Registration On-line Now</h4>

<p>What are the implications of high and volatile oil prices on the global economy? What are the policy options? 
These issues will be discussed in a timely new GDLN blended learning program “Oil Price Volatility, Economic Impacts and Risk Management in Asia” offered by the TDLC and the World Bank Institute (WBI) in cooperation with the Institute of Energy Economics, Japan (IEEJ). The session is based on the Global Finance Forum held in Washington DC in March 2008 organized by WBI and George Washington University. 
Government officials, executives, analysts and practitioners in energy-related sectors are invited to the first videoconference session on June 4, 2008 connecting Tokyo, Bangkok, Beijing, Jakarta and Washington. This is a fee-based program. </p>

<h4>Fifth Microfinance Training of Trainers Course (MFToT5): Accepting Registration On-line Now</h4>

<p>The Microfinance Training of Trainers Course is a unique blended learning program which incorporates CD-ROMs, web-based discussion and videoconference. Since 2005, 224 “graduates” from 28 countries have been accredited as certified microfinance distance learning course trainers. MFToT 5 will be given from July - October 2008.</p>

<h4>KIDS INITIATIVE Teachers Training Course Concludes</h4>

<p>Teachers and instructors across Asia sat in a virtual classroom to learn how ICTs can be incorporated to enhance multicultural education through 5 sessions given from December 2007 to April 2008. Developed by the TDLC to accompany KIDS INITIATIVE, a program which enables children to conduct exchanges with counterparts via videoconference, the training course attracted strong interest from teachers across borders who seek new methods of education to prepare children to meet the challenges of globalization.  </p>

<p><b>第4回アフリカ開発会議（TICAD IV）に向け関心が高まる中、ケニアに新しいGDLNセンターを開設</b></p>

<p>2008年5月に横浜で開催される第4回アフリカ開発会議（TICAD IV)　を前に、GDLNの新しいセンターがケニア・ナイロビにオープンしました。アジア・アフリカ間の地域協力はますます盛んになると見られ、TDLCは今後ともアフリカの人々のニーズに合ったプログラムを提供していきます。 </p>

<p>ケニア開発ラーニングセンター(KDLC) が2007年11月9日、アフリカ12番目のGDLNセンターとしてオープンしました。TDLCはアフリカ向けに様々なプログラムを配信しているが、2008 年に開催される第4回アフリカ開発会議（TICAD IV）を前にアフリカ支援への関心は高まっており、アフリカの核となる新しいセンターの開設はアジア・アフリカ間の協力拡大の好機になる、と期待されてい ます。</p>

<p>JICA-Netセミナー、GDLN介しフランス語圏のアフリカ諸国に配信 </p>

<p>アフリカのフランス語圏にあるGDLNセンターで2007年10月、フランス語によるJICA－Netセミナーの配信が始まりました。トップを切ったのは「カ イゼン」「一村一品」と、いずれも世界的に関心の高い日本発のアイディアを題材にしたもの。TDLCは2005年10月よりアフリカの英語圏諸国向けに JICA-Netセミナーを配信し、すでに28セミナーを実施しているが、フランス語圏からの要望も多く上がっていました。10月のセッションに参加したGDLNセンターのマネージャーを対象に行ったアンケートの結果、JICA-Netセミナーの内容や、マーケティング上の価 値などが高い評価を受け、全体としては好評でした。また、今回のセミナーはいずれも英仏の逐次通訳によって行われたため、同時通訳の要望がありました。</p>

<h4>Catalysts of Change: An Open Dialog with the Legendary Leaders of Asia</h4>

<h4>アジアの未来を担う世代へ：繁栄の礎を築いたリーダーからの伝言</h4>

<h4>12月21日（日本時間）開始,  参加者募集中</h4>

<p>アジアの繁栄の礎を築いたリーダーたちから、次世代が学ぶべきものは何か。フィリピンのフィデル・ラモス元大統領をはじめとするリーダーたちとのビデオ会議で、未来への教訓を伝承するユニークなプログラムが始まります。世界銀行東アジア大洋州地域局、ASEAN事務局及びGDLNアジア大洋州協会主催で、全4回(2007年12月ー2008年3月、毎月1回各90分)の予定。官民両分野で活躍する13カ国の若者が参加し、プログラム終了後には教訓を日々の仕事にどう活かせるか、賞金つきのエッセイ・コンクールも実施します。</p>

<p>第1回は12月21日10：30－12：00、ASEANのオン・ケン・ヨンASEAN事務総長及び世界銀行東アジア大洋州地域のジェイムズ・アダムズ副総裁が登場し、アジアの実績、今後の課題などについて話します。インタビュー、司会はピーター・スティーブンズ世界銀行東アジア大洋州地域コミュニケーション・マネージャーです。なお、セッションは英語で行われ、通訳はつきません。</p>

<h4>Gaining Momentum: Africa</h4>

<p><b>New GDLN Center Opens in Kenya while Japanese Development Community Gears Up for TICAD IV</b></p>

<p>With the Tokyo International Conference on African Development (TICAD IV) coming up in May 2008, the Japanese development community is focusing its attention on Africa. As prospects rise for cross-regional cooperation between Asia and Africa, a new GDLN Center has opened in Nairobi, Kenya; and the TDLC hopes to accelerate its capacity building efforts in the region by disseminating more programs to meet the needs of the people of Africa. </p>

<p>New GDLN Center Launched in Kenya</p>

<p>The Kenya Development Learning Centre (KDLC) was launched on November 9, 2007, becoming the 12th member of the Global Development Learning Network (GDLN) in Africa. With the Tokyo International Conference on African Development (TICAD IV) scheduled for next year, Africa ranks high on the agenda of the Japanese development community. The new center in Kenya and the TDLC can capitalize on the need for Asia-Africa cooperation in both the public and private sectors.</p>

<p>JICA-Net Seminars Delivered in French via GDLN to Francophone African Centers </p>

<p>Francophone countries in Africa have now begun receiving JICA-Net seminars in French via the GDLN. The inaugural sessions conducted in October 2007 both focused on principles that Japan has become famous for - “KAIZEN” and “One Village One Product”. The TDLC began delivering JICA-Net Seminars to Anglophone Africa in October 2005, counting 28 seminars to date, and responded to demand from French speaking centers as well. Overall, feedback received from Managers at participating GDLN Centers has been positive. Based on a survey conducted after the sessions, the contents and marketing value of the JICA-Net seminars received high marks, while numerous requests were made for simultaneous interpretation.</p>

<p>TICAD Civil Society Forum Holds Concluding Session via Videoconference</p>

<p>The “Africa Asia NGO Network Workshop in Tokyo”, sponsored by JICA and organized by the TICAD Civil Society Forum, conducted its closing session on October 26, 2007 via videoconference connecting from the TDLC with 6 African countries to share the results of the 2-day workshop. </p>

<h4>”Catalysts of Change: An Open Dialogue with the Legendary Leaders of Asia” Begins December 21st</h4>

<p>What can the younger generation learn from senior leaders who laid the foundation for Asia’s economic miracle? A unique series which aims to capture the knowledge and experience of leaders such as former Philippines President Fidel V. Ramos and another inspiring leader (TBA) begins this month organized by the World Bank East Asia Pacific Region, ASEAN Secretariat and GDLN Asia Pacific. Young leaders from the public and private sectors in 13 Asia Pacific countries will participate and submit an essay on lessons learned. For the opening session on December 21st 10:30 - 12:00 (JST), ASEAN Secretary General Ong Keng Yong and World Bank Vice President for East Asia and Pacific James Adams will provide an overview of the region and look at lessons from the past as well as challenges for the future. Interviews will be conducted by World Bank East Asia Pacific Communications Manager, Peter Stephens. A total of 4 sessions are scheduled, one per month, concluding in March 2008. Details will be announced as they become available. All sessions will be conducted in English. </p>

<p>If you are a young professional with concerns for Asia’s future and would like to participate at the TDLC, please contact the TDLC (jointokyo@worldbank.org) with your name, contact e-mail address, title and affiliation by December 19th. We regret we may not be able to accept all applications, as this program is limited to 20 per country.</p>

<h4>KIDS INITIATIVE Teachers Training Course: Module 1 on December 15th. Register now</h4>

<p>A Teachers Training Course to compliment KIDS INITIATIVE, a multicultural education program for children incorporating videoconference, has been developed by the TDLC. Teachers and practitioners can acquire the skills necessary to assist children to conduct a meaningful session. Module 1 will be held on December 15th 16:00 – 19:00 (JST) connecting Tokyo, Sri Lanka, Vietnam, the Philppines, Mongolia with the lecturer, Dr. Christopher Tan speaking from Hong Kong. Free. Registration required.</p>

<h4>Introducing GDLN AP’s New Business Development Manager: Montira Narkvichien</h4>

<p>The GDLN Asia Pacific has a new Business Development Manager – Montira Narkvichien. As the first employee of the Association, Montira will be based at its Headquarters hosted by Chulalongkorn University in Bangkok beginning December 1, 2007. As Business Development Manager, Montira will work to ensure the financial stability of the network through the generation of fully funded regional programs. </p>

<h4>First GDLN AP General Meeting Held in Tokyo</h4>

<p><b>Affiliates and Partners Discuss Future of Network and Deepening Collaboration</b></p>

<p>The first GDLN Asia Pacific General Meeting hosted by the TDLC was held June 19 - 21, 2007 for intensive discussions on the future of the network and deepening collaboration among partners. With over 130 in attendance from across the region including, for the first time, South Asia, the meeting provided an opportunity for members to measure progress, assess current needs, confirm future direction, and lay the foundations for increasingly reciprocal relationships that will support further growth.
GDLN centers in Beijing, Mongolia Indonesia, Ghana and Cote d&#8217;Ivoire connected via videoconference to tune into the discussion. </p>

<h4>New GDLN Center Opens in Ho Chi Minh</h4>

<p>The Ho Chi Minh City Development Learning Center received an enthusiastic welcome from the GDLN community at its official launch on June 26, 2007. The second center to open in Vietnam after Hanoi, the new center will deliver knowledge initiatives connecting the world with Ho Chi Minh, a city known for its vibrant private sector and trade environment which plays a pivotal role in the nation’s economy. </p>

<h4>Microfinance Training of Trainers Course: Registration Open</h4>

<p>Applications are now being accepted for the Fourth Microfinance Training of Trainers Course (MFToT) due to commence on August 16, 2008. A blended learning program incorporating CD-ROMs, web-based discussion and videoconferencing, this course has certified 91 trainers to date with localization efforts underway in many countries.</p>

<h4>APO to Train Over 900 in 16 Countries via the GDLN</h4>

<p>The Asian Productivity Organization (APO) embraces e-learning on an unprecedented scale this summer, providing 3 training programs in 9 phases for more than 900 participants in 16 countries via the GDLN. Amounting to roughly 40% of the total number trained by the organization annually in face-to-face sessions, the APO hopes to intensify its focus on e-learning as a cost-effective, environmentally friendly alternative to traditional training methods.</p>

<h4>Thematic Workshop: Feasible and Affordable Seismic Constructions in Developing Countries</h4>

<p>Research institutes in Japan, Indonesia, Nepal, Pakistan and Turkey connected via the GDLN on July 18, 2007 to take part in the “Thematic International Workshop 2007 on Feasible and Affordable Seismic Constructions in Developing Countries”.  These 5 countries are participating in an ongoing collaborative research and development project to mitigate damage in earthquake prone areas in Asia, using videoconferencing as a way to share information and discuss future plans.</p>

<h4>Kids Initiative: Why Do Thai People Wear Yellow?</h4>

<p>School children in Bangkok made their “debut” on screen in Japan during a Kids Initiative videoconference session held on July 17, 2007 acting out a skit explaining why many Thai people wear yellow. Counterparts in Japan responded with a presentation on school life in Tokyo. Kids Initiative is a World Bank TDLC program which utilizes videoconference and other communication technologies to promote multi-cultural exchanges between children to prepare them for an increasingly interconnected world.</p>

<h4>Hitotsubashi University APPP Holds Second “Reunion”</h4>

<p>Hitotsubashi University’s Asian Public Policy Program (APPP) held its second “reunion” via the GDLN on June 28, 2007. Professor Hisanobu Shishido moderated from the TDLC connecting to alumni in Beijing, Manila, Hanoi and Jakarta. Over thirty attended the seminar in Tokyo, including students currently enrolled in the program.</p>

<h4>Authors Present ”An East Asian Renaissance: Ideas for Growth”</h4>

<p>A new World Bank publication “An East Asian Renaissance: Ideas for Growth” was presented at the TDLC on June 12, 2007 by lead authors Dr. Homi Kharas, former Bank Chief Economist for East Asia &amp; Pacific, and Dr. Indermit Gill, Economic Adviser. Three universities in Japan connected via videoconference to tune into discussions. </p>

<h4>Effective Blended Learning for Development</h4>

<p>In response to increasing demand for blended learning, which uses a mix of technologies to maximize learning outcomes, a comprehensive guide with “all you need to know” to conduct effective sessions using the GDLN has been completed with the support of the TDLC. Titled “Effective Blended Learning for Development – Harnessing the Power of the Global Development Learning Network”, the guide takes the form of an accessible “Learning Binder” consisting of 9 concise papers that cover basic concepts, terminologies, program design and implementation.</p>

<p>The authors, TDLC Senior Instructional Designer Jiping Zhang and Education and Training Consultant Charles Maguire have drawn widely from the rich experience of the GDLN, incorporating real-life examples illustrating innovative uses of the network. </p>

<h4>Successful Road Management: A New World Bank/GDLN Distance Learning Seminar</h4>

<p>Road management systems are indispensable for the effective management of transport infrastructure. A distance seminar connecting 9 sites was organized on April 24, 2007 to share the World Bank&#8217;s findings on 2 recent international projects for road agencies with members of government, technical agencies and academia. World Bank Lead Infrastructure Specialist Mr. William D.O. Paterson, Senior Transport Specialist Mr. Christopher R. Bennett  and Saitama University  Professor Koji Tsunokawa spoke at the Seminar consisting of two sessions, the first on “Success Factors for Road Management Systems”, and the second on “Data Collection Technologies for Road Management”. </p>

<h4>24-Hour Global Videoconference: Tomorrow&#8217;s Leaders Speak Out on Corruption</h4>

<p>Students from Hitotsubashi University School of International and Public Policy joined a worldwide consultation to make actionable recommendations on combating corruption and improving governance. Organized by the World Bank Institute, this event circled the globe in 12 two-hour sessions, bringing together students from leading business and public administration schools.</p>

<h4>The World Bank Group Corporate Social Responsibility (CSR) Seminar Series Begins</h4>

<p>With developing countries gaining greater recognition as a potential market, a seminar series under the World Bank Group Corporate Social Responsibility (CSR) Initiative was launched on March 8, 2007 at the TDLC to promote discussion on new trends for poverty reduction through business development. In attendance were over 150 participants from the public and private sectors, underscoring the significance of CSR in today’s global business environment. </p>

<p>Participants in this year’s Nissan Leadership Program for Innovative Engineers (Nissan LPIE) had an opportunity to present their findings via videoconference on February 24, 2007. <p>The first GDLN AP General Meeting will be hosted by the TDLC in Tokyo, Japan June 19-21, 2007. <p>Disclosed: Our Mid-term Review<br />

<p>The TDLC is pleased to report that it has received high marks in a mid-term review conducted by a panel of experts to evaluate its performance in the first two and a half years of the 5-year project. The TDLC was initiated in October 2003 as the Japan/World Bank Distance Learning Partnership Project and opened for business in June 2004. The review is intended to guide the second half of the project and includes observations and suggestions for the future.</p>

<h4>East Asian Renaissance: Regional Roadshow</h4>

<p>Dr.Homi Kharas and Dr.Indermit Gill, authors of a new World Bank Report “An East Asian Renaissance: Ideas for Economic Growth” will tour 4 cities – Tokyo, Bangkok, Jakarta and Manila – to discuss their findings. The Report is the first comprehensive analysis of the new forces and challenges in the region since the Bank’s seminal report of 1993, “The East Asian Miracle”. <h4>Introducing Lester Dally, World Bank Acting Special Representative in Japan</h4>

<p>&#8220;I am very excited about our work here and the challenges ahead.” Lester Dally, the World Bank’s Acting Special Representative in Japan, spoke enthusiastically of raising the Japan-World Bank partnership to new heights upon his arrival in Tokyo in January 2007. Having served as Deputy Director of the Bank Tokyo office from 1997 to 2000, Mr.Dally is well versed in Japanese affairs. &#8220;I look forward to collaborating with many colleagues and friends in the Japanese development community&#8221;. </p>

<h4>GDLN Inter-Regional Knowledge Sharing Series on Avian and Human Influenza (AHI)  Third Seminar “Compensation Policies: Issues and Good Practice”</h4>

<p>The third distance learning seminar in a continuing series on high-priority issues related to AHI preparedness was held on February 13, 2007. Offered by the World Bank and its partners through the GDLN, key findings from an inter-agency report “Enhancing Control of Highly Pathogenic Avian Influenza in Developing Countries through Compensation” was discussed by the authors.</p>

<h4>International Workshop on Simple and Affordable Seismic Isolation 2007</h4>

<p>Disaster management is an area where Japan has considerable experience of its own, including seismic isolation. However, its application is often limited in developing countries because of the high cost and specialized technology involved in its design, construction and maintenance. To address this issue, a study group organized by the Consortium for Building Research and Development has conducted research on simple and affordable seismic isolation, and an international workshop was held at the TDLC on February 8, 2007 via videoconference allowing experts to share their findings with counterparts in Asia.</p>

<h4>Third Microfinance Trainers Course Accredits 45 New Trainers</h4>

<p>45 participants who successfully completed the third “Training of Trainers Course on Microfinance” were accredited as trainers of the Microfinance Distance Learning Course at a ceremony held via videoconference on February 5, 2007 connecting the TDLC, China, India, the Philippines, Sri Lanka and Vietnam. Live webcasts were introduced for the first time for this round, making videoconference lectures available to a broader audience worldwide. </p>

<h4>New GDLN Regional Program: Knowledge Community in Project-based Learning</h4>

<p>Schools in China are participating in a new GDLN regional program “Knowledge Community in Project-based Learning” led by the TDLC. In collaboration with the China Development Distance Learning Network (CDDLN), an inaugural videoconference was held on February 2, 2007, connecting 300 primary and junior middle school teachers in Western China with Beijing. Over the school year, teachers will receive training to conduct project-based learning sessions incorporating various information and communication tools.</p>

<h4>Learning Series “Scaling Up Poverty Reduction” Conducted through GDLN/JICA-Net Collaboration</h4>

<p>Based on a cooperation agreement between GDLN and JICA-Net, the TDLC has been working to disseminate JICA-Net seminars to GDLN Centers in Asia and Africa. To expand content sharing, the TDLC, in cooperation with the World Bank Institute, delivered a session on January 10, 2007 &#8220;Overview of Lessons from Scaling Up Successful Efforts to Reduce Poverty” to JICA offices in Uzbekistan and Kyrgyz. </p>

<h4>Announcing the Launch of the GDLN Asia Pacific (AP)</h4>

<p>Global Development Learning Network (GDLN) Centers in the Asia Pacific region have inaugurated a new association, GDLN AP, to provide a unified approach to better coordinate regional programs and services. With a successful record of collaboration between DLCs and partners in the region, it was agreed that the time was ripe to create a new association that would strengthen the network, and adequately support dynamic knowledge initiatives with a clear governance framework, commitment to service standards and an organizational structure. The new association will have the capacity to develop collaborative, high-value regional programs, enhancing the development effectiveness of the network and ensuring its financial stability. </p>

<p>Research institutions in Japan, Indonesia, Nepal, Pakistan and Turkey joined forces on November 22-23, 2006 connecting to each other from the TDLC for the “Tokyo International Workshop 2006 on Earthquake Disaster Mitigation for Safer Housing&#8221;.Organizers including the Building Research Institute of Japan have launched a new collaborative research project with Asian institutions, and are incorporating videoconferencing to share knowledge and strengthen the network. </p>

<h4>East Asia Posts Solid Growth While Bracing for Global Downturn:WB East Asia Update</h4>

<p>The World Bank’s second East Asia Update for this year, including a special section on “Investing in the Young”, was released on November 14, 2006 via the GDLN. Speakers at Bank Headquarters in Washington DC connected with regional sites in Dili, Port Moresby, Ulan Bator, Sydney, Beijing, Manila and the TDLC, allowing over 100 participants to join a question and answer session with the authors of the report. </p>

<h4>Briefing on Asia Pacific Water Forum and First Asia Pacific Water Summit with President Yoshiro Mori, Former Japanese Prime Minister</h4>

<p>A briefing on the Asia Pacific Water Forum, established in September, and the First Asia Pacific Water Summit scheduled to take place in Oita in December 2007 was conducted for Embassy officials in Tokyo at the TDLC on November 14, 2006. The new President of the Japan Water Forum (JWF), APWF and Chair of the Summit, former Prime Minister Yoshiro Mori, called for a &#8220;one for all, all for one&#8221; approach to resolving water issues.</p>

<h4>Global Launch: New WB Report “Facing the Challenges of African Growth”</h4>

<p>The global launch of a new World Bank report “Facing the Challenges of African Growth: Opportunities, Constraints, and Strategic Directions” took place at the TDLC on November 10, 2006. Defining the four big “I”s needed to achieve growth in Africa – Infrastructure, Investment, Innovation, and Institutional Capacity &#8212; the author of the Report, Mr. Benno Ndulu, provided a review of the study before a distinguished panel of Japanese government and development agency officials and an audience of nearly 100.

<h4>Seminar on Cities in Global World with WBI VP Frannie A. Leautier</h4>

<p>World Bank Institute Vice President Frannie A. Leautier gave a presentation on “Cities in a Globalizing World: Governance, Performance and Sustainability” at the Korea Development Institute School of Public Policy and Management in Seoul on November 7, 2006. A distinguished audience at the TDLC from organizations such as JBIC, JICA and ADBI joined the seminar via videoconference and participated in a question and answer session.</p>

<h4>”One Village, One Product” at the TDLC</h4>

<p>Dr.Morihiko Hiramatsu, former Governor of Oita and best known as the initiator of the “One Village, One Product (OVOP)” movement, visited the TDLC on October 25,2006 to speak at a distance learning session organized by the APO and GDLN. Ever the salesman, Dr.Hiramatsu came equipped with “village products” such as shochu and shiitake, for which Oita is famous, and gave an enthusiastic lecture on the merits of OVOP.</p>

<h4>APO Conducts E-Learning Program on Green Productivity and ISO 14001</h4>

<p>The Asian Productivity Organization (APO) conducted a 4-day e-learning program on Green Productivity and ISO 14001. The first phase was given in August to member countries Sri Lanka, Nepal, India and Mongolia, connected via the GDLN with speakers from India and the TDLC in Tokyo. The program was repeated in September for Thailand, Vietnam, Malaysia and the Philippines, reaching a total of 8 member countries. The APO has integrated the GDLN into its training programs to efficiently expand its reach.</p>

<h4>Third MFToT Course Begins with New Features to Enhance Training Capacity</h4>

<p>The third “Training of Trainers Course on Microfinance” (MFToT) began at the TDLC on August 3, 2006, incorporating new approaches to broaden its impact on building training capacity in Asia. Newcomers India, Pakistan and China joined Sri Lanka, Vietnam, the Philippines and Japan for the opening videoconference session connecting via the GDLN, with Beijing bridging to the China Development Bank’s national network to further expand the course’s reach. The session was also webcast live through the internet for applicants without access to videoconferencing facilities.</p>

<h4>The Importance of Integrated Country Programs in the Fight against Avian and Human Influenza (AHI)</h4>

<p>The World Bank launched a new series of inter-regional distance learning seminars on Avian and Human Influenza (AHI) on July 12, 2006, with its first session, “The Importance of Integrated Country Programs in the Fight Against Avian and Human Influenza (AHI)”. The series utilizes the GDLN as an effective platform, allowing institutions, governments, technical agencies, donors, NGOs and others around the world to hold regular discussions on topics relevant to AHI preparedness. <p>&#8220;Challenges and Future Perspectives of Water Resources Management: Cases from Middle East/North Africa and Asia” was the theme of a World Bank Public Seminar held on June 27, 2006, allowing Bank experts to present their findings to specialists in the field. Organized by the World Bank Tokyo Office and Japan Water Forum, the seminar connected Tokyo, Cairo and Beijing via the GDLN to incorporate various perspectives, including comments from Dr.Mahmoud A. <h4>Protecting Victims of Trafficking in Persons</h4>

<p>In an effort to resolve the human trafficking issue in Asia, 40 members of NGOs and government officials working in Japan and the Philippines connected via the GDLN on June 22, 2006 for a cross-border dialogue on victim protection and Japan’s role as a destination country. Organized by the Asia Foundation, the event was the first in a series of dialogues scheduled for this year to foster a better understanding of the mechanism of victim protection, repatriation and rehabilitation.</p>

<h4>The Nissan Leadership Program for Innovative Engineers (LPIE) Begins Videoconference Sessions</h4>

<p>The Nissan LPIE, which aims to nurture global leaders with backgrounds in natural science, began its videoconference sessions on September 16, 2006. The first session focused on engineers and human resources management, with World Bank Information Solutions Network Senior Telecommunications Engineer Svetoslav K. Tintchev speaking from Washington via the GDLN. Based on a partnership agreement with the Program, the TDLC is acting to collaborate these sessions, enabling interactive discussions between participants and distinguished leaders in business and society. A second session is planned for October.</p>

<h4>TDLC Expands Reach of Global Discussion on Infrastructure: ABCDE Tokyo 2006, Dialogue with Asian Civil Society Organizations</h4>

<p>The TDLC facilitated global connections through the GDLN for two major World Bank events in Tokyo focusing on infrastructure. </p>

<p>The Annual Bank Conference on Development Economics, held for the first time in Asia on May 29-30 under the theme &#8220;Rethinking Infrastructure&#8221; saw over 900 participants at Mita Conference Hall, making it the largest meeting in ABCDE history. Its &#8220;virtual&#8221; reach was even greater, as the TDLC connected a total of 9 sites in Asia, Europe and Africa to deliver over 10 hours of coverage, bringing speeches and plenary discussions from leading thinkers to a diverse audience. Bank President Paul Wolfowitz, on his second visit to Japan, opened the Conference emphasizing the importance of infrastructure for poverty reduction. </p>

<p>Alongside the ABCDE, the TDLC also welcomed President Wolfowitz and Bank Vice President for Infrastructure Kathy Sierra to its studios on May 29 for a Dialogue with Asian Civil Society Organizations (CSO) on Lessons Learned from Infrastructure. As the Bank re-engages in infrastructure, the session was organized to gather feed-back from civil society groups on a January 2006 Bank report titled &#8220;Infrastructure: Lessons Learned from the Last Two Decades of World Bank Engagement&#8221;. In addition to civil society members assembled in Tokyo, participants in Hanoi, Bangkok, Canberra and Jakarta were connected via the GDLN for two hours of discussion with Mr. Wolfowitz and Ms. Sierra.</p>

<h4>TDLC Convenes Discussion on Infrastructure with Botswana President Festus G. Mogae</h4>

<p>The TDLC received President Festus Gontebanye Mogae of the Republic of Botswana on June 7 on the occasion of the &#8220;Meeting on Infrastructure Development for Small Economies through Public Private Partnerships (PPP) – The Case of Botswana&#8221;. Jointly hosted by the Embassy of the Republic of Botswana and the World Bank Group (Bank, IFC, MIGA) with support from the United Nations University (UNU), the TDLC connected speakers from Pretoria, Johannesburg and Helsinki to over 50 participants in Tokyo who joined the President for a productive roundtable discussion moderated by Dr. Hans van Ginkel, UNU Rector. </p>

<h4>International Recovery Platform Holds Second Steering Committee Meeting</h4>

<p>The International Recovery Platform (IRP) held its second Steering Committee meeting at the TDLC on June 1, 2006, connecting International Labour Organization (ILO) Headquarters in Geneva, The Food and Agriculture Organization (FAO) and the Italian Ministry of Foreign Affairs in Rome to Tokyo via videoconference. Mr. Andrew Maskrey, Chair of the Steering Committee, opened the session expressing his appreciation for videoconferencing.  &#8220;Without videoconferencing, it wouldn&#8217;t be possible to have a meeting of this kind in 4 different locations at the same time&#8221;. </p>

<h4>Asian Sites Engage in Discussion of Global Development Finance Report 2006</h4>

<p>The World Bank&#8217;s annual 2006 Global Development Finance (GDF) report was the focus of a special session at the TDLC on May 31 as connecting sites Indonesia, Vietnam, Mongolia and Thailand enjoyed a presentation given by the report&#8217;s lead author, World Bank Lead Economist in Development Economics Mr. Mansoor Dailami and Manager of the Bank&#8217;s Global Trends team, Mr. Hans Timmer. This year&#8217;s GDF was launched in Tokyo during the ABCDE. </p>

<h4>ILO Report on Child Labour 2006 Discussed at TDLC</h4>

<p>A new global report on child labour launched by the International Labour Organization (ILO) was the topic of a videoconference held on May 23 connecting ILO Headquarters in Geneva and the TDLC. Organized by the ILO Office in Japan, over 20 participants including members of NGOs gathered at the TDLC to listen to new findings and discuss common issues.</p>

<h4>World Bank, JANARD Hold Community Driven Development Workshop</h4>

<p>&#8220;Mobilizing Rural Community and Stakeholders&#8221;, a workshop on Community Driven Development (CDD) organized by the World Bank Tokyo Office and JANARD was held at the TDLC on April 216. The third session in the series brought together Japanese NGOs and representatives from the Asia Foundation to exchange views on their experience in community development projects.</p>

<h4>Post Disaster Reconstruction Learning of the Indian Ocean Tsunami</h4>

<p>A new learning program titled &#8220;Post Disaster Reconstruction Learning of Indian Ocean Tsunami: Towards its Application to Pre Disaster Preparedness in Vulnerable Developing Countries&#8221; has begun at the TDLC, organized by the Kyoto University Graduate School of Global Environment Studies. In an inaugural videoconference held on April 20, Kuala Lumpur, Colombo, New Delhi and Tokyo connected to discuss the two-year program. </p>

<h4>&#8220;Corporate Community Interface&#8221; in Disaster Risk Reduction</h4>

<p>As part of a continuing effort to promote the concept of Corporate Community Interface (CCI) in disaster risk reduction, a second videoconference organized by Kyoto University Graduate School of Global Environmental Studies (GSGES) and the TDLC was held on April 20 to discuss plans to develop a CCI program. Via the GDLN, sites in Manila, Bangkok, Hanoi, New Delhi, Kobe and Tokyo connected to share experiences and expertise, and considered specific contents for a CCI Handbook which will serve as the basis for conversion into a distance learning program.

<h4>Building Microfinance Training Capacity in Asia</h4>

<p>The Second &#8220;Training of Trainers Course on Microfinance (MFToT) gave accreditation to 32 new microfinance trainers from Afghanistan, Cambodia, Lao PDR, Mongolia, the Philippines and Sri Lanka at a ceremony moderated from the TDLC on April 12. The course, a blended distance learning program which combines various technologies, aims to build microfinance capacity in Asia.</p>

<h4>Hitotsubashi Unversity to Strengthen Ties with Alumni Through GDLN</h4>

<p>The Asian Public Policy Program (APPP) at Hitotsubashi University will begin using the GDLN to conduct videoconference seminars twice a year for information exchange to strengthen ties among alumni in Asia. The inaugural session &#8220;Recent policy issues in Asia&#8221; is planned for June 16 connecting sites in Beijing, Manila, Jakarta, Hanoi and Tokyo.</p>

<h4>Announcing the Third Microfinance Training of Trainers Blended Learning Course</h4>

<p>The TDLC, Asian Development Bank Institute (ADBI), and the United Nations Capital Development Fund (UNCDF) are pleased to announce that the Third Microfinance Training of Trainers Course will be delivered beginning in August 2006. The Course, held twice in 2005, takes a unique blended learning approach combining CD-ROMs, the internet and videoconferencing, and has accredited 47 trainers in 8 countries. We are currently accepting applications.</p>

<h4>Japan&#8217;s ODA Task Force Seminar to Begin for FY2006</h4>

<p>Japan&#8217;s ODA Task Force Seminar will begin this year on June 21 with a session on gender, connecting Thailand, Pakistan, Kenya and Tokyo. Facilitated by the Foundation for Advanced Studies on International Development (FASID) and supported by the TDLC since 2005, the series is a capacity buiding program for the ODA Task Force consisting of Japanese Embassy, JICA and JBIC staff members.</p>

<h4>The Dili Distance Learning Center (DDLC) : Working to Rebuild Timor-Leste</h4>

<p>A vital function of the DDLC, the Global Development Learning Network affiliate in Timor-Leste, is to help strengthen public administration institutions through training courses for civil servants. Close attention to local needs and developing high quality contents has led to the DDLC&#8217;s success, with the utility rate up at 74% last month. With respect to Japan, the DDLC has worked with JICA-Net on various occasions, and hopes to expand its relationship with JICA and other institutions as it pursues issues such as infrastructure.</p>

<h4>Japan Institute of Certified Public Accountants Holds First Videoconference Seminar</h4>

<p>“An International Accounting Seminar on Public Sector Issues” was held by the Japan Institute of Certified Public Accountants (JICPA) on March 24,2006. Organized in conjunction with a meeting of the International Public Sector Accounting Standards Board held in Tokyo, JICPA incorporated videoconferencing for the first time, connecting Tokyo with Mongolia, Philippines, Vietnam, China, Indonesia, Thailand and Cambodia. Capacity building and infrastructure development in accounting is a vital issue for developing countries. Recognizing this need, the TDLC provided technical support for the seminar and hopes to continue to support such efforts by JICPA as a valuable opportunity for development learning. </p>

<h4>Opportunities Discussed for Clean Development Mechanism (CDM) Projects</h4>

<p>The Overseas Environmental Cooperation Center (OECC) hosted a videoconference with the Philippines Department of Environment and Natural Resources on March 27,2006, connecting Tokyo and Manila for a rare opportunity to hold an interactive discussion among stakeholders on opportunities for investing in CDM projects in the Philippines. Following the success of the conference, the OECC and the TDLC are in discussions for further project cooperation.</p>

<h4>International Seminar on E-learning and Globalization</h4>

<p>The Hosei University Research Institute (US), the Japan E-Learning Association and the TDLC held an international seminar on March 18,2006 via videoconference, with 70 participants from academia and the private sector discussing current trends and the future of e-learning on a global scale. The TDLC also reported on GDLN development learning activities, reiterating its support of e-learning initiatives which create an environment facilitating knowledge sharing between Japan and the world. </p>

<h4>Asia Productivity Organization Conducts Seminar on Toyota Production System</h4>

<p>The Asia Productivity Organization (APO) conducted a videoconference seminar on the Toyota Production System from March 6-8, 2006. This program is a culmination of efforts since 2004 to work with the TDLC to deliver training programs via videoconference, and is fully funded by the APO. A total of 9 lectures were given in 3 days by speakers at the TDLC, connecting Productivity Organizations in Mongolia, Thailand, Lao and Vietnam. The APO will repeat the seminar in 2 phases, covering 13 countries across Asia. The TDLC is providing video editing services of the lectures for future use as training programs by the APO.</p>

<h4>JICA-Net Workshop &#8220;How to Moderate and Present in Videoconference&#8221;</h4>

<p>TDLC Instructional Designer Jiping Zhang conducted a workshop on  video-conferencing, sponsored by JICA Tokyo International Center, on March 2, 2006, as part of a program-sharing effort envisioned in the cooperation agreement between the TDLC and JICA-Net. A mock videoconference session was recorded and replayed to help participants assess their performance.</p>

<h4>TDLC to Become Collaborator in Nissan Leadership Program for Innovative Engineers</h4>

<p>The TDLC has been designated collaborator of the Nissan LPIE, a new initiative by the Nissan Science Foundation that aims to nurture global leaders capable of creating next-generation business models based on &#8220;sustainability and humanity&#8221;. The TDLC will facilitate videoconference seminars designed to help participants expand their international networks and further their understanding of global development issues. Further areas for collaboration will be explored with the Foundation as well as the Program Director, Kyoto University Professor Sawako Takeuchi.</p>

<h4>&#8220;World Bank East Asia Update&#8221; Delivered via Videoconference</h4>

<p>The World Bank&#8217;s latest East Asia Update was delivered on March 30, 2006 with Mr.Homi Kharas, Chief Economist for East Asia and Pacific, speaking from Sydney via videoconference. According to the report, East Asia is now the most open region in the world, posting solid growth. Economists, members of academia and journalists gathered at the TDLC and sites in Canberra, Singapore and Phnom Penh to hear the report and engage in a lively question and answer session.</p>

<p>The GDLN and JICA-Net have combined forces to give birth to the world&#8217;s largest development learning network, allowing cross regional content sharing as well as joint program development. The agreement has also served to deepen ties between the World Bank and JICA, two institutions with a unique approach to development aid; the former focusing on lending and intellectual support, and the latter concentrating on technical cooperation.</p>

<h4>World Bank Africa Mission Visits Japan</h4>

<p>The World Bank&#8217;s Africa Mission, led by Mr. Gobind Nankani, the WB&#8217;s regional Vice President for Africa,  visited Japan on January 10-11, 2006 for high level talks with the Government of Japan to discuss strategic collaboration in Africa. The following events were held at the TDLC.</p>

<p>&nbsp;&nbsp;&nbsp;&nbsp;<a href="http://www.jointokyo.org/en/news/2006/01/11/107">Public Seminar: New Prospects for Private Sector Development in Africa</a></p>

<p>Co-sponsored by the WB and JETRO Institute of Developing Economies, a panel discussion was held on  the changing business environment  in Africa. All agreed on the need to communicate positive developments to promote more investment.</p>

<p>&nbsp;&nbsp;&nbsp;&nbsp;<a href="http://www.jointokyo.org/en/news/2006/01/10/105">Policy Dialogue on Africa</a></p>

<p>WB Mission members and Japanese officials from MoF, MoFA, METI, JBIC and JICA engaged in high-level policy talks on January 10,2006 regarding strategic collaboration in Africa. This is the first time that the Bank and Japan, its second largest shareholder, held consultations on policy regarding the region, and VP Nankani emphasized the importance of coordination between donors to support African countries that are &#8220;on the move&#8221;.</p>

<h4>&#8220;Kids Initiative&#8221; Peace Program Connects Hiroshima, Timor and Philippines</h4>

<p>A Kids Initiative Peace Program was held on December 20,2005 enabling children from Hiroshima to share their city&#8217;s experience with children in East Timor and the Philippines. The Kids Initiative series is sponsored by the World Bank as an international exchange program which incorporates videoconferencing to promote an understanding of diversity and development challenges.</p>

<h4>Japan&#8217;s Kitakyushu City Brings Composting Technology to Asia</h4>

<p>&#8220;The International Distance Seminar on Transferring Composting Technology&#8221;, held on December 14, 2005, connected over 80 participants in Tokyo, Kitakyushu, Jakarta and Bangkok for a demonstration on composting procedures and experience sharing on solid waste management. Kitakyushu had successfully transferred such technology to Surabaya, Indonesia, and the seminar was organized by Kitakyushu and the TDLC in response to a request from Bangkok to start a similar program. </p>

<h4>GDLN East Asia &amp; Pacific Convenes Regional Business Meeting</h4>

<p>Regional GDLN Distance Learning Center representatives gathered in Port Moresby, Papua New Guinea from December 12-14, 2005 to discuss its regional business plan as well as a process for implementation.  Branded &#8220;GDLN Asia Pacific&#8221;, GDLN centers will act with greater cohesion to promote more region-wide activities.</p>

<h4>WB Asia Learning Program Specialists Visit TDLC</h4>

<p>Mr.Tom C.Tsui, Advisor of East Asia &amp; Pacific Central Operational Series Unit, and Ms.Ines Fraile, Asia Knowledge &amp; Learning Coordinator, Asia Learning Program visited the TDLC from January 30-31, 2005. The two explored possibilities for joint delivery of Bank staff training activities through the GDLN for a broader audience including TDLC partners such as JBIC and JICA.</p>

<h4>TDLC Provides Technical Support &amp; Coordination Services for Cross-Regional Knowledge Exchange on Earthquake Damage Reduction</h4>

<p>The TDLC connected the British Council Knowledge &amp; Learning Center in Bucharest, Romania, a GDLN distance learning center, the JICA-Net Center in Turkey, and JICA Headquarters in Tokyo on February 1,2006 to facilitate a discussion on earthquake-resistant construction technology.  Mr.Takashi Kaminosono, a Building Research Institute specialist based in Romania, conducted an experience-sharing session with counterparts across the world. The TDLC also provided technical assistance to install video conferencing facilities for the International Institute of Seismology and Earthquake Engineering in Tsukuba, Japan. IISEE plans to conduct knowledge sharing activities in late February by connecting with the GDLN Center in Lima, Peru.</p>

<h4>Asian Development Youth Forum (ADYF) to Hold Study Session with Vietnamese Counterparts</h4>

<p>One of the most youthful of TDLC&#8217;s partners, ADYF, a Tokyo-based student organization which takes an interest in development issues in Asia, works to learn from the field to assess local needs and develop policy. Having explored videoconferencing opportunities with the TDLC, ADYF hopes to incorporate the medium into their activities as a vehicle for interactive knowledge exchange that extends beyond the classroom: a video conference study session with Vietnamese counterparts is being planned for March 24, 2006 for discussions on the business environment in Vietnam and issues in rural development. </p>

<p>The <a href="http://www.jointokyo.org">Tokyo Development Learning Center</a> (TDLC), part of the World Bank's <a href="http://www.gdln.org">Global Development Learning Network</a> (GDLN), has worked to broker knowledge sharing activities which contribute to the capacity enhancement of developing countries. Using technology to bridge distances, we collaborate with a wide range of public and private partner organizations to benefit the East Asia Pacific region and beyond. We also support the Japanese development community in their efforts to disseminate knowledge and implement ODA operations. </p>

<p>After 17 months of operation, we are well on our way to realizing our goals. Yet, as a new business with new ideas, there is much more that we would like you to know about our services which can help innovate your business. Working with us, you will be able to accomplish your job with greater efficiency, at lower cost, for maximum impact. You can increase the sustainability of your project by introducing distance learning methods. Our network, which literally circles the globe, will allow you to expand the outreach of your programs.</p>
