JBIC and GDLN: More Effective Communications and Decision Making

Integration of the GDLN into project planning and evaluation focuses on operational enhancements

JBIC, the Japan Bank for International Cooperation, is using the GDLN to connect quickly and cost-effectively to sites throughout the Asia Pacific region and beyond. The organization has begun integrating the network into its project operations, finding uses for the ease and flexibility of videoconferencing in a wide range of ODA loan procedures such as project formulation, loan request related examinations and appraisals, loan negotiation, project implementation, and post-evaluation and follow-up.

One of the missions of the Global Development Learning Network is to support the operations of development and aid organizations. The GDLN provides seamless access to a global network of almost 200 distance learning centers, hundreds of universities, and thousands more sites connecting to the network on an ad hoc basis. State of the art videoconferencing facilities virtually enable face-to-face communication without the travel and logistics.

The flexibility and power of the network can be brought to bear on projects almost anywhere on the planet, and JBIC is realising the benefits of efficient, cost-effective communication across a wide range of projects in Europe, Africa, and right across the Asia pacific region.

In addition to integrating the GDLN into their project evaluation cycle, here are some of the ways JBIC has recently taken advantage of the global connectivity now readily available through the GDLN.

Loan Agreements related

  • Clarification of Draft Legal Answer and Comments on Draft Loan Agreement (Ukraine)

Project Preparation

  • Discussion on Draft Final Report of JBIC Pilot Study on Sustainable Microfinance for Poverty Reduction in the Philippines (Philippines)
    • Interviews via the system for local consultant selection (Tunisia, Philippines, India)
    • Briefings for local consultants on Impact Evaluation and Theme-specific Evaluation (Philippines, India)
    • Discussion on Joint Evaluation on a Loan project (Indonesia)

    The TDLC looks forward to further innovations in operational enhancement from JBIC. We're working with the organization to provide training programs from the World Bank Institute so as to maximise the potential of the network and fully empower everyone using it.
