Communities are at the front line of disasters. Over the last two decades it has become apparent that top-down approaches to disaster risk management alone fail to address the specific local needs of vulnerable communities, often ignoring the local capacities and resources. At times, this approach further increases the vulnerability of the community. In response to the limitations of this top-down methodology, community-based disaster risk management (CBDRM) emerged as an alternative approach in the 1980s and 1990s. Hundreds of CBDRM initiatives have been implemented across countries in the East Asia and Pacific region, forming a rich collection of good practices, experiences and lessons learned to be disseminated for replication and adaptation among other EAP countries.
The World Bank East Asia and Pacific Disaster Risk Management team, in collaboration with the Global Development Learning Network (GDLN), has started a learning and knowledge sharing seminar series on post-disaster recovery planning, risk financing, and disaster risk management from December 2008. Session 5 was held on June 26 2009 with focus on community-based disaster risk management.
