Addressing the Special Challenges of Fragile and Conflict-affected Situations

Vulnerability to conflict is one of the greatest barriers to successful development.  Countries facing the special challenges of high poverty, weak institutions and the legacy of conflict or on-going conflict risk have often been left behind global progress in achieving the Millennium Development Goals.  Fragility and conflict can also undermine regional development progress, through refugee flows, spillovers of armed violence and barriers to trade and investment.  In recent years this issue has received more attention as a core development challenge, including through the establishment of the UN Peace-Building Commission and new approaches within regional institutions, national governments and donor countries.

Like the Government of Japan and many Japanese NGOs, the World Bank has been working to support links between successful economic development, institution-building and peace-building. Addressing the special challenges of states coming out of conflict or seeking to avoid the breakdown of the state is one of the six strategic themes for the World Bank. This seminar will describe how World Bank teams are working with partners to assist in situations where peace and development challenges are inter-linked. The discussion will cover trends in global thinking on this issue as well as a special emphasis on the East Asia and Pacific Region. 

Featured as keynote speaker will be Ms. Sarah Cliffe, Director for Strategy and Operations, East Asia and Pacific Region, The World Bank. Professor Juichi Inada of Senshu University and other Japanese specialists in this field will also share their perspectives.
