ANU and APEF Host Seminar on Regional Energy Policy Issues

Experts discuss the Kyoto Protocol and the impacts on trade

The Australian National University's Asia Pacific School of Economics and Government and the Asia Pacific Energy Forum collaborated to launch a series of projects on regional energy issues. The two organisations used the GDLN Australia and the Tokyo Development Learning Center to hold discussions on the Kyoto Protocol and the imapcts on trade between Australia and Japan. The seminar was chaired by APSEG's Professor Christopher Findlay and Mr. Katsuhiko Suetsugu of APEF Japan.

After opening remarks form the chairs, Mr. Suetsugu outlined some of the possible policy dilemmas facing Japan: concern about energy security, energy policy's impact on bilateral trade, and potential impacts of technological and industrial initiatives and policy reforms that are being implemented in Japan.

Dr. Tony Beck, Visiting Fellow at the Australia-Japan Research Centre, spoke on the potential impact of Kyoto on trade in terms of CO2 emissions trading systems in Japan and on reduction targets essential to implementation of the protocol.

The seminar included ample open discussion time for participants, and grew to include points on China's CO2 reduction programs, impact on trilateral trade between the countries, and the introduction of the Clean Development Mechanism into Asia.
