TDLC Participates in Launch of International Recovery Platform

Enhancing knowldge sharing and policy dialogue in tsunami response and disaster management

The International Recovery Platform (IRP) was launched at the International Seminar on Recovery in Kobe from May 11 to 13. The TDLC co-organized the seminar with UNDP, UN/ISDR, UN/OCHA, ILO, Japan's Cabinet Office, Hyogo Prefecture, Asia Disaster Reduction Center and others.

The IRP is a new UN program aimed at transforming disasters into opportunities and is based on the Hyogo Framework for Action 2005 - 2015 adopted at the World Conference on Disaster Reduction held January 18 - 22 in Kobe, Japan.

During the International Seminar on Recovery the TDLC demonstrated the effectiveness of the Global Development Learning Network by connecting World Bank and Asian Development Bank headquarters, JICA Ankara, JICA Hyogo, the World Bank's Delhi Distance Learning Center, ILO Rome, and the Tokyo Development Learning Center. The audience of three hundred in Kobe were thereby connected to a global discussion on "How can we transform disasters into Opportunities" and "How should IRP work for reducing the time lag from the disaster to recovery."

The seminar participants fully confirmed that the global distance-learning system by GDLN and JICA-Net, which enables us to connect multiple locations on-line remotely, is extremely effective in international training and knowledge sharing on disaster management. Therefore, it has been agreed that the IRP will utilize GDLN and JICA-Net further proactively in years to come.

Japan's Cabinet Office and Hyogo Prefecture, the key sponsors of the IRP, expressed a keen interest in obtaining GDLN affiliate status for the platform in collaboration with the TDLC.

The TDLC is working closely with a range of partners in the areas of tsunami response and natural disaster mitigation, and we are honored to be able to act as a catalyst for positive and strengthened interactions between our partners to further enhance knowledge sharing and policy dialogues in these critical fields.
