The following decisions were taken:
Dr. Pim on behalf of the President of Chulalongkorn University kindly offered to host the HQ for the AP GDLN. The meeting warmly welcomed this offer and Jeff Gutman on behalf of the World Bank formally thanked Dr. Pim at a lunch he hosted for the Association.
The AP GDLN Business Plan and Charter contain draft TOR for the AP GDLN Business Development Manager. It was agreed that the TOR will now be fully developed and that a Business Manager position (to be based in Bangkok) will be advertised. This work will be undertaken by the AP GDLN Management Committee.
It was noted that the AP GDLN will need to establish itself as a tax free legal identity in Thailand in order to receive and transmit funds. The Management Committee will investigate options and report back to the full AP GDLN membership on available options. In the interim offers from DLCs to handle AP GDLN finances would be most welcome.
In accordance with the AP GDLN Charter Australia, China, Japan, Thailand and the World Bank will form the AP GDLN Management Committee.
Sonya Woo is acting as a contact point for nine GDLN projects the World Bank will fund. A Bank focal point will be appointed for each project. Their main role will be to work with Bank Task Team Leaders. It was decided the following DLCs will manage or co manage the Bank programs: AIM, ANU, Chulalongkorn University, Shanghai, TDLC, VDIC
Four major regional initiative's are underway and were discussed in depth at the meeting. Particular priority is being placed on the Dengue program which is being developed by the ANU and Chulalongkorn University. Other initiatives are Tokyo - Kids; AIM -teacher leadership program; and Sri Lanka - Disaster Management
Bibi on behalf of the University of the South Pacific kindly offered to host the 2007 General meeting. It is expected this meeting will be held in April 2007.

The 12th regional meeting took place May 22-24 at the Center of Academic Resources, Chulalongkorn University, Bangkok.

December 12-14, 2005
The 11th regional meeting explored the creation of a "GDLN Asia-pacific Association" which would focus on developing high-value regional programs, working to raise member Development Learning Centers to common high standards in technological and program quality, building and strengthening relationships with key clients and partners, and researching new methods and technologies to ensure that GDLN–AP retains its competitive advantage.

The 10th regional meeting of the GDLN's East Asia & Pacific Association was held from July 11 to 13 in Hanoi.

The meeting included about 30 participants from DLCs, donors and the World Bank from Australia, China, Indonesia, Japan, Korea, Papua New Guinea, Philippines, Singapore, Thailand, Timor-Leste. EAPA welcomed Barbara Lewis representing the Victoria University of Wellington (VUW in New Zealand) and agreed to provide support and advice to facilitate VUW's membership into the GDLN. EAPA also welcomed Dr. Jihong Kim, KDI, Craig Keating, AusAID and Elisabeth Mealy, World Bank Sydney, who were first time participants to the meeting.
The strong partnership between the ANU and the GDLN was recognized and appreciated, particularly the generosity and efforts of Maree Tait and Liz Ingram for their ongoing commitment to supporting knowledge, education and leadership in hosting the EAPA meeting.
The meeting concluded with a report back through the GDLN, to those DLC teams who could not attend the meeting, including Cambodia, Mongolia, Sri Lanka, and Vietnam, to ensure that they were kept abreast of the decisions that were arrived at and consulted on key issues raised at the meeting. The 8th regional meeting of the East Asia & Pacific Association was held in Shanghai from July 27–29, 2004. DLC managers and World Bank participants discussed Distance Learning Center business plans, GDLN business procedures and EAPA management.
