Background
The Global Development Learning Network (GDLN, the Network) is a global partnership of learning centers (GDLN Affiliates) that use advanced information and communication technologies to connect people working in development around the world.
The GDLN’s Distance Learning Centers (DLCs) in the East Asia Pacific (EAP) region have been expanding since 2000. In light of recent staff changes at existing DLCs and new staff at new DLCs, the EAP GDLN and the Tokyo Distance Learning Center have jointly organized a training event.
The four-day DLC Staff Training trained approximately 30 DLC staff to an introductory level needed to successfully operate a GDLN Distance Learning Center. The workshop also took advantage of the gathering of GDLN colleagues together in Canberra to share experience and knowledge on distance learning, build relationships and discuss future plans for collaboration.
Objectives
After the workshop, participants are able to:
- Explain the history and structure of the world wide GDLN including the different GDLN membership groups, sources of information about the network and GDLN business.
- Be able to address the challenges they face in establishing an effective and sustainable Distance Learning Center and the key tools needed to maximize the chances of success.
- Describe the roles and responsibilities of DLC functions – Manager, Training Coordinator and Technician including data collection and evaluation.
- Prepare a check list to cover steps taken to prepare for and for running videoconference sessions, and know how to be a good receiving site.
- List principles of GDLN course design and implementation (including developing a course proposal including funding).

Method
The workshop was conducted in plenary sessions with a mixed approach of face-to-face and distance learning via videoconferencing. In addition to presentations given in classroom and by videoconference, Q&A, discussion, debriefing, exercises are designed to involve participants and facilitate learning by promoting interaction. Each participant got chance to use VC equipment and speak to instructors in distance.
